Provision of A Pilot Study to Apply the DECC QA Guidance for Models to the NAEI models

This pilot study aimed to investigate the current quality assurance (QA) level of the National Atmospheric Emissions Inventory (NAEI) and the resource applied to upgrade the QA level to DECC’s current model QA standards. The direct award of contract is justified under section 32(2)(b)(ii) of the Public Contract Regulations 2015:- competition is absent for technical reasons… where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement;
