Developing a 'H2 Transport Regulatory Model Skeleton' pack. For a variety of different aspects of a prospective price control, the pack would: * Description of the area, identification of key areas * Options and trade-offs (including precedent from analogous sectors, e.g. gas and CCUS) * Soft recommendations on direction of travel This work may also consider high-level RAB financial model and analysis on cost + subsidy outcomes.
