Description
Essex County Council is re-opening the framework agreement for Care in a residential setting with or without nursing within the county of Essex. The commissioning participants are as follows : Essex County Council Mid Essex Clinical Commissioning Group (CCG) West Essex CCG North East Essex CCG Basildon and Brentwood CCG Castlepoint and Rochford CCG Southend CCG This is a notice for social and specific services in accordance with directive 2014/24/EU Article 74 Health, Social and related services. This contract will establish a framework agreement which will have 3 lots. Lot 1 Residential Care - social care placements ; Lot 2 Residential Care with Nursing (Social Care Placements) Lot 3 NHS Funded Care - CCG placements. The contract for Lots 1 &2 (Essex County Council social care placements) shall be for a period of 3 years with annual break clauses. This will operate on a preferred supplier ranked list with quality scored 60% and Price 40% The contract for Lot 3 (NHS Funded Care) will be for a period of 1 year with the option to extend for a further year. This will operate in that the Patient will be given choice of all available providers who are able to meet their needs. Call offs against both contracts will be for individual service users or patients with identified needs and meeting the required relevant criteria. This includes Social Care requirements for residents over the age of 65 and those with enduring mental health needs. Patients of all ages who are eligible for NHS funded Care. The commissioning objectives are to: •Commission a residential and nursing provision that is safe, of high quality, sustainable, innovative and able to meet future demand and deliver qualitative outcomes; •Ensure standardised specifications and quality criteria are in place for all homes in Essex, managed through a robust supplier relationship and contract management approach; •Deliver Better Patient/Customer experience - right solutions, at the right time, in the right environment
