Description
The project will respond to the need of the Government of Ukraine to effectively forecast key macroeconomic indicators in the unique set of circumstances Ukraine is currently in. Since no government agencies possessed a macroeconomic model that would be able to account for the impact of full-scale war, the Ministry of Finance and the National Bank of Ukraine requested external expertise to augment and enhance their internal capacities for data-driven macroeconomic forecasting. The project will provide the requested external expertise and support the RO in developing the necessary framework for coordinating key government agencies in charge of public finance. The assistance will help equip the GoU with the necessary analytical tools, policy recommendations, and communication support to develop an institutionally coordinated PFM policy tailored to the circumstances of the ongoing war. The project team is expected to coordinate activities with the Ministry of Finance as the key Reform Owner (RO) and the Ministry of Economy and the National Bank of Ukraine as direct beneficiaries. The Good Governance Fund Technical Assistance Facility Managed Fund (GGF TAF-EP MF) will deliver a comprehensive development assistance package focused on 1) scenario modelling to inform the macroeconomic forecasts; 2) public finance policy analysis and recommendations, and 3) communication and advocacy to build a coalition supporting evidence-based public finance policy.
