Bournemouth Borough Council, acting as \"the Contracting Body\", wishes to establish a Framework Contract with a suitably qualified and competent Contractors to provide an economical solution to Pavement Reconstruction in the form of hydraulically bound in-situ pavement recycling. This contract will include activities such as advanced ground investigations, pavement design/trial mixes, traffic management and the laying of asphalts to provide a finished pavement to a specified design life. Based on the changes to Local Authority Maintenance funding from Central Government since 2015 greater emphasis is now being placed on Councils' to promote efficient and effective maintenance working practices to enable Capital funding to maximize its return. The Councils understands the importance of recycling and reusing the existing construction materials to construct a new pavement with strength and life expectancy that is equal to that of traditionally designed and reconstructed pavement. This framework Contract will be available to the Borough of Poole. The Framework Contract will be between Bournemouth Borough Council and the Contractors. The Borough of Poole may procure Works Package Orders during the term of the Framework Contract. The Council is seeking to appoint a maximum of four Contractors to provide quotations through the framework for Work Package Orders to support the delivery of their Annual Structural Highway Maintenance programme. How the Framework will operate The successful Contractors through this selection process will be required to enter a Framework Agreement with Bournemouth Borough Council for a period of 4 years. Contractors on the framework will be invited to take part in Call off Contract Competitions for work packages. Each competition will be evaluated on lowest cost.
