Description

As the war in Ukraine takes a toll not only on civilian and military lives, but also on the livelihoods of Ukrainian citizens fleeing war, it is crucial to support businesses to re-establish and recover operations in more secure areas of the country. As more flexible and adaptable SMEs are to become the driver of Ukraine's economic recovery, this project is set to support the Government of Ukraine in designing and piloting SME support policies and programmes that would enable SMEs to operate under the current volatile context of war and post-war recovery. Because of the volatility and unpredictability of the situation, the project will be implemented in three phases (June-September 2022, October-December 2022, January-March 2023). Phase 2 will build on the results of the Phase 1, consolidate and finalise the recommendations into an Outline of the set of recommended policies for effective SME sector support. The team will also continue working on the regional level with the Lviv City Administration. After assessing SME needs and perspectives of establishing an industrial park in the city and coming up with policy recommendations on supporting SME sector at the city level, the team in the Phase 2 will be supporting Lviv Mayor's Office in design of a business plan of the "Sygnivka Industrial Park".During the Phase 3, the team in the consultations with the RO will prepare a short-list of selected SME support policies, worked out in more details and ready for the further implementation by the RO The MF will deliver a comprehensive, conflict sensitive assistance package focused on: • Policy development • Update and ability of the regional SME support infrastructure in Ukraine and extra-territorial centres, in the neighbouring states where relevant (one has been opened already in Warsaw, Poland), to design and implement effective SME support policies and programmes, and • Design support measures to facilitate the build-up and resilience of the SME sector in Ukraine, to enable it to secure new partnerships and export opportunities and to respond to challenges and meet needs brought about by war.
