Description
This framework is intended for appointed suppliers to deliver either complete development projects as a whole - including construction and potentially the ongoing management or disposal of premises - or the associated activities to facilitate such projects on an independent basis. There is a process of further competition for call-off contracts. The types of projects covered by this Framework could include residential development and housing; emergency accommodation for displaced families and individuals; other public buildings including libraries; institutional premises including universities and colleges; commercial projects; entertainment complexes; urban and city centre regeneration; industrial and mixed use developments; retail, leisure, educational development; as well as associated infrastructure. Lots will be divided according to the value of the projects. This is to engage with the best Suppliers for each size of development, utilising SMEs where this provides the best quality and value for money. A list of eligible contracting authorities that may use this framework is available with the procurement documents, which will be published with the ITT. It includes central government departments and their arm's length bodies and agencies, non-departmental public bodies, NHS bodies, local authorities, registered providers, health, police, fire and rescue, education, charities and devolved administrations. Eligible contracting authorities ("Buyers") may call upon appointed framework Suppliers throughout the contract duration to provide either complete turnkey developer solutions including construction; or set packages of works related to the development process exclusive of the complete project. Any organisation, or consortium, can apply to be a supplier if they can deliver all of the required services. This includes but is not limited to: • Construction of Development • Construction Design • Design and Construction of Infrastructure to Support Development • Aftercare & Maintenance • On-going Management of Completed Development • Architecture • Valuations • Building Surveying • Cost Consulting • Site Acquisition and Land Assembly • Project Management • Planning & Masterplanning • Raising of Development Finance • Design Development & Management • Phasing Strategy • Planning Permissions • Sales and Marketing of Development • Structuring of Development Risk and Reward • Construction Design and Management (CDM) Coordination
