Description

The Marine Management Organisation (MMO) is seeking a Provider for a 3 year Call off Agreement for the provision of engineering services for the testing of engine power of fishing vessels. EU Regulations 1224/2009 and 404/2011 require that the engine power of a fishing vessel (in kilowatts - kWs) is recorded as part of the vessel’s registration and is also recorded on its fishing licence. This is to ensure that UK Fisheries Administrations are able to determine the overall UK fishing fleet capacity, in terms of power, at any one time. Consequently relevant EU Council Regulations require EU Fisheries Administrations to establish an Engine Power Monitoring and Testing regime. The recorded power can be either Maximum Continuous Engine Power (MCEP) or the permanently de-rated engine power; where the power of an engine is de-rated, however, the de-rated power should not normally be less than 75% of the engine manufacturers stated MCEP The Marine Management Organisation (MMO) co-ordinate and enforce a programme for the monitoring and testing of the engine power of UK registered, administered and licenced fishing vessels in the English fishing fleet. In carrying out this regulatory function, the enforcement programme includes the inspection of fishing Vessels engine installations in port and if necessary the at sea physical testing of engine installed power. The MMO requires a technically competent provider to undertake the testing of an identified fishing vessel on its behalf; on a “call off” basis. The MMO has put in place the monitoring and inspection elements of the required scheme and has identified a number of vessels that need to undergo physical engine testing.
