Description

Manchester City Council is procuring security and crowd‑safety services across three Lots covering Specialist Markets, City Events, and the Taxi Marshal Scheme. Lots 1 and 2 will be established as single supplier framework agreements to support a flexible annual programme of markets and events. Lot 3 will be procured as a single‑supplier contract to deliver a uniformed Taxi Marshal service supporting the safe and effective operation of taxi ranks within the City Centre night time economy. Manchester City Council seeks suitably qualified and experienced providers to deliver security, stewarding, crowd management and associated services across its markets, events, and nighttime‑economy operations. Providers must demonstrate the ability to deploy trained and SIA‑licensed personnel, provide resilience at short notice, and deliver high‑quality customer‑facing services across busy and complex urban environments. The procurement comprises the following Lots: Lot 1: Specialist Markets (Framework) Lot 2: Events (Framework) Lot 3: Taxi Marshals (Contract) It is intended that Manchester City Council will award the framework agreements as follows subject to meeting the Award Criteria stated in the ITT documents: Lot 1 - Specialist Market to a single supplier Lot 2 - Events to a single supplier This frameworks will allow Manchester City Council to call off contracts by Direct Award without competition. There is no restriction on the number of Lots a supplier may tender for, or be awarded to. Subcontracting of any part of the services is prohibited for all Lots. Contract length for all Lots will be 2 years with the option to extend for an additional 2 years.

This must include experience of: Large‑scale, intermediate or major public events, Un‑ticketed crowd environments, Public‑realm and city‑centre event operations. Working in a multi-agency environment Lot 3 Taxi Marshalling Suppliers must demonstrate that they have relevant experience of a similar nature and value to this contract opportunity. Suppliers must demonstrate that they meet all Conditions of Participation in their own right. Reliance on subcontractors, associated persons, or third parties to deliver the Services or to meet the Conditions of Participation is not permitted. Demonstrate experience delivering comparable security services contracts, projects of a similar size and scale to the requirements in the specification. including: queue management, night‑time economy public‑realm operations, dealing with potentially challenging public‑facing environments, working in a multi-agency environment All Lots All technical ability requirements are assessed on a pass/fail basis. Reliance on subcontractors or third parties to meet the conditions of participation is not permitted. Subcontracting of any part of the services is prohibited for all Lots. Licensing and Accreditation Requirements. Suppliers must confirm that all personnel deployed in any licensable role will hold valid SIA licences. Suppliers must hold SIA Approved Contractor Scheme (ACS) status or demonstrate equivalent organisational controls through UKAS‑accredited systems covering vetting, training, supervision, incident management, business continuity, and service quality.
