REASON FOR THE WAIVER The Council currently contracts with Housing and Care 21 for the provision of on-site services (including scheduled care and 24/7 first response) within the following extra care housing schemes: • Charles Court (contract commenced 2 November 2015) • Rokeby Gardens (contract commenced 16 November 2015) • Swallowdale (contract commenced 1 April 2015) The current contractual arrangements were established following a tender process 2015. All three contracts are due to end on 31 March 2019. Over the last six months a number of issues have emerged that have instigated reflection and reconsideration regarding the model and operation of Extra Care within the borough to ensure value for money, efficacy and service user outcomes via a discrete MDT working group supported by the Your Life Doncaster Programme Management Office. These include: • The (increasing) acuity of need of service users and resultant levels of care required to meet those needs • The apparent imbalance of needs of the service users within the schemes (low, medium, high) and review of the Council's current allocations policy • Recent proposals to increase the capacity at one scheme by the construction of 20 bungalows • Affordability of the model versus alternative models of provision • Budgetary pressures and the need to achieve savings across adult social care • Potential further extra care development opportunities • Pending implementation of a personal budget driven new extra care scheme in April 2019 • Exploring the merits (or otherwise) of meeting service user needs via the commissioned CCaSH Strategic Lead Providers operating in the localities of the extra care schemes (as opposed to commissioning an onsite provider)..
