Description

Northern Gas Networks Limited (NGN) has established a framework agreement for the provision of specialist Project Management Office (PMO) services in support of the East Coast Hydrogen (ECH) programme. The ECH project is a major infrastructure initiative to develop a hydrogen transmission and distribution network across the North East of England, supporting the transition to a low-carbon energy system and the UK's net zero targets. This Contract Award Notice relates solely to Lot 1 - Project Management Office (PMO). This lot provides a central governance and coordination function to support delivery of the ECH programme across its Front-End Engineering Design (FEED), Development Expenditure (DEVEX), and subsequent phases. Services to be delivered under Lot 1 include, but are not limited to: programme and schedule management; resource planning; governance and assurance frameworks; procurement support; risk management; commercial and financial oversight; and performance monitoring and reporting. The PMO function is responsible for ensuring that all project workstreams operate within agreed standards, providing structured decision-making, oversight, and assurance to support delivery within defined time, cost, and quality parameters. The framework enables NGN to award call-off contracts for PMO services to support the successful delivery of the ECH programme.
