Description
The Greater London Authority (GLA) intends to award a contract for broadcasting and audio-visual services to support its statutory and governance functions. The scope of services includes: • Broadcasting of Mayoral press conferences • London Assembly meetings • Assembly committee proceedings • Associated public-facing communications These services are critical to ensuring transparency, democratic accountability, and effective external communications. Justification for Direct Award The current contract for these services is due to expire and does not include any remaining extension options. Continuity of service is essential to ensure the uninterrupted delivery of the GLA's statutory and public-facing functions. The services operate within a complex and highly integrated broadcasting environment. The incumbent supplier has established infrastructure, configured technical interfaces, and embedded operational processes tailored to the GLA's requirements. Transitioning to an alternative supplier within the required timeframe would require: • Transfer of systems and infrastructure • Technical reconfiguration • Full end-to-end testing • Mobilisation of a new operating model These activities cannot be completed without disproportionate technical risk and a material likelihood of service disruption. As such, only the incumbent supplier can meet the immediate requirement without unacceptable operational risk. This award is intended to rely on: • Section 41 of the Procurement Act 2023; and • Schedule 5 (single supplier justification due to technical reasons) This contract is being awarded as an interim measure only. The GLA has confirmed through market engagement that there is a competitive supplier market for these services. A competitive procurement process is currently underway to establish a long-term broadcasting services contract. The new contract will replace this interim arrangement as soon as practicable.
