Description
Proposed Works The proposed project includes the full refurbishment of Start Point lighthouse (A3718) stands above Tobacco Rock, 59°16.638'N 002°22.577'W, on the tidal island of Start Point at the Eastern extremity of Sanday. The works shall comprise of the following: 1.Carry out a full Asbestos Refurbishment / Demolition Survey on all NLB operational buildings prior to the commencement of any work. 2.The Principal Contractor is expected to test the existing 'HCL' fall arrest system and re-certify it if necessary, before use. The Principal Contractor is to provide the Project Leader with all relevant test certification for record and audit purposes. 3.Deliver all plant/materials/camp to NLB Oban packaged for helicopter underslinging 4.Land plant/materials/camp on site and establish site. 5.Removal of the diesel engine, tank and obsolete aluminium lattice tower 6.Excavate and form foundations for new wind turbine (third-party installation) 7.Full redecoration of the station buildings 8.Refurbishment of the welfare facilities 9.Full reinstallation of all electrical systems 10.Upgrade of the existing optic 11.The new electrical installation is to be site Commissioned and proof tested for approval by NLB Engineering staff, in advance of meeting an NLB / Contractor mutually agreed Notice to Mariners date for the new permanent LED Optic coming into operation, in conjunction with the temporary light being switched off. 12.De-mobilise site and clear all surplus project materials and plant, with the disposal of excess project materials to appropriate licensed and registered dumps. The contractor must have a responsible person in attendance who has successfully passed a recognised Dangerous Goods training course. 13.The Principal Contractor is to supply the NLB Project Engineer with 'as-built' information for incorporation within NLB Operational and Maintenance documentation, which includes the Health and Safety file in line with current CDM Regulations. During the proposed works, it is essential that the Aids to Navigation are not prevented from operating at any stage that they are required. Details will be provided on the basic operation of these items to allow the Contractor to prevent his operatives from affecting the Aids to Navigation. Contractors Site Visit Tenderers are advised to attend this mandatory site visit schedule for 17 February 2022 (subject to possible alterations due to COVID travel restrictions) to familiarize themselves with the location and the available space and any restrictions. COVID-19 restrictions will be in place during the site visit.
