The procurement was delivered through a mini-competition under the Crown Commercial Service Framework RM6126 - Research & Insights. This ensured full compliance with PCR 2015 and provided access to a pool of capable research suppliers with proven public-sector experience. This report outlines the procurement process undertaken for the Public Perceptions of Candidate Abuse and Intimidation research project and seeks approval to award the contract to Community Research Ltd. The purpose of this procurement was to appoint an experienced research agency to carry out a 5-months study exploring public attitudes toward acceptable and unacceptable behaviour when interacting with political candidates. The research outcomes will shape future Electoral Commission messaging, policy considerations, and public guidance.
