Description
1. Introduction The London Borough of Waltham Forest ("the Council") is undertaking this Preliminary Market Engagement (PME) exercise to inform the future commissioning of Home-Based Support and Reablement Services. The purpose of this engagement is to: • Seek provider and stakeholder feedback • Inform the future service model and procurement approach • Understand market capacity, capability, and innovation • Support delivery of high-quality, sustainable, and outcome-focused services 2. Background and Context The Council currently commissions Home-Based Support through a framework arrangement with multiple providers, delivering approximately 1,000-1,100 care packages annually. Home-based care and support is critical to: • Enabling residents to live independently at home • Supporting hospital discharge and system flow • Preventing or delaying the need for long-term residential care • Meeting statutory duties under the Care Act 2014 Demand has increased significantly in recent years, alongside: • Increased complexity of need • Workforce pressures • Growing reliance on spot purchasing The Council is therefore reviewing its commissioning approach to ensure a more flexible, sustainable, and outcome-focused model. 3.
