Description
Gloucester City Council (the Commissioner/the Authority), acting as the authorised representative on behalf of the six District Councils in Gloucestershire, Office of the Police and Crime Commissioner and Gloucestershire Fire and Rescue Service, wishes to commission a suitably qualified and experienced provider of home security measures to deliver a Sanctuary Scheme service (the Service(s)/Sanctuary Scheme). The Service will ensure that those at risk of domestic abuse and non-domestic abuse stalking in Gloucestershire are given support and assistance to increase the security of their home. This will enable victims and their children to re-build their lives safe from abuse and harm. Gloucestershire Sanctuary Scheme will offer an alternative option to fleeing to refuge or dispersed refuge (where safe and appropriate) and will be accessible to all, regardless of tenure. One contract will be entered into with the Authority. Since 2018, the District Councils in Gloucestershire and Office of Police and Crime Commissioner have commissioned a Sanctuary Scheme, which install security measures into the homes of victims of domestic abuse to increase safety and prevent homelessness. In 2021, high risk victims of non-domestic abuse stalking were provided with access to the scheme via the Stalking Clinic, and Gloucestershire Fire and Rescue Service became a funding partner. The scheme is currently provided by a national charity specialising in security measures to increase safety in the home.
