Description

Capital works to supply, install, test and commission additional medical gas infrastructure at Princess of Wales Hospital, alongside further installations and remedial works at Prince Charles Hospital (PCH) and Ysbyty George Thomas (YGT). All works will be fully compliant with HTM 02-01 and integrated seamlessly with existing medical gas systems. Justification In September 2025, Cwm Taf Morgannwg University Health Board published a Transparency Notice on Sell2Wales confirming its intention to make a Direct Award to M&M Medical Ltd for essential compliance works at Princess of Wales Hospital. No challenges or responses were received. Following this, a direct award was issued to M&M Medical Ltd on the basis that they are the incumbent supplier, having originally installed and currently maintaining CTM’s medical gas infrastructure. Their continued appointment ensured full compatibility, avoided technical risk, and met the statutory provisions under the Procurement Act 2023, Schedule 5, Section 7(2). The Health Board now intends to use the same compliant route for further medical gas compliance works across PCH, YGT and POWH. These new works fall outside routine maintenance but must integrate directly with existing systems using the same installation methods, equipment and standards. As with the previous award, M&M Medical Ltd remains the only supplier capable of delivering these works without introducing system incompatibility or disproportionate technical difficulty. Their pricing continues to be derived from the previously tendered maintenance contract schedule of rates, ensuring transparency and value for money. A change of supplier at this stage would risk system incompatibility and could lead to significant technical challenges during future operation and maintenance.
