Description

The service will provide an evidence-based service for behaviour change and stop smoking that is accessible across Norfolk. This procurement is being undertaken under the Competitive Process of the Health Care Services (Provider Selection Regime) Regulations 2023 This is a procurement under the Provider Selection Regime and there are no specific notices that relate to this regime. The notice refers to the Light Touch Regime which is incorrect as this is a notice for the Competitive Process under the Provider Selection Regime 2023. The contract is for 3 years and is not a framework agreement. This procurement notice has been authorised by the Head of Complex Transactions and Sourcing and no conflict of interests have been noted for this procurement exercise. This contract is for a new service that Norfolk County Council has not previously commissioned. This is a notice of Intention to Award. The winning bidder scored the highest for quality, showing a strong track record, Under the key criteria of integration, collaboration and service sustainability the winning provider committed to review and progress meetings. The response demonstrated good plans for integration including with key partners outside of the ED. Good plans for collaboration were included in the bid. For the key criteria of social value, the response committed to a number of initiatives including workforce development initiatives and reinvesting in Norfolk. With regard to improving access and inequalities, the response demonstrated inclusive support, flexibility in access and a good focus around certain groups. For the key criteria of value, the response covered well Russell Standards and COSTED and covered relevant KPIs. For quality and innovation, the response demonstrated a strong staffing model, peer learning and people with lived experience Any representations ( as per the Health Care Services ( Provider Selection Regime) Regulations 2023 should be received by midnight on Monday 8th December 2025. This gives time for any provider who might otherwise have been a provider of the services to which the contract relates to make representations; and for the council to consider those representations and respond as appropriate. If following the council's review of its representations a provider wishes to request that the Independent Patient Choice and Procurement Panel considers its representations, then it must submit its request using a pro forma published by the panel within 5 working days of receiving the council's decision. Standstill will commence Thursday 27th November 2025 and end on Midnight on Monday 8th December 2025.
