Description

The Insolvency Service (hereafter referred to as "the Authority") is looking to appoint up to a maximum of four (4) Potential Providers to deliver legal services for the Authority. The Authority will require the full range of general and specialist legal support to assist in meeting the project objectives. It is anticipated that a maximum of four (4) Potential Providers will be appointed for England and Wales who, if required and in accordance with the Crown Commercial Service (CCS) Framework Agreement, will also provide the same services on matters that fall under the Scottish legal jurisdiction. In this event, the Potential Provider shall agree with the Authority in advance and in writing the approach to be taken in delivering the Scottish services. The Authority currently has a panel of five (5) legal suppliers, each awarded as individual Call-Off Contracts from the Crown Commercial Services (CCS) General Legal Advice Services (RM3786) Framework, which has now expired. These contracts are for legal services, primarily to support its investigation and enforcement and legal services activities, in England, Wales and Scottish legislative jurisdictions. These legal services contracts expire in February 2023. This requirement will replace all current Call-Off Contracts with a maximum of four (4) Potential Providers procured from the Legal Services Panel (RM6197) Framework Lot 1 General Legal Advice Services. The Authority utilises this external provision in order to obtain legal advice on various areas of law and fulfil statutory duties on behalf of the Authority, for example, acting on behalf of the Secretary of State which is not an officer of the court and must instruct solicitors for court representation. The Authority also uses this external flexible provision to provide additional capacity to undertake and complete investigations, support the Authority's enforcement activity and to provide addition capacity to deal with legal proceedings.
