The Service is looking to procure courses that meet the needs of priority or niche groups and that support learners with specific needs that form barriers to employment and career progression. It is seeking to support the following priority groups of residents (later referred to as 'learners'): ? Residents who are unemployed and looking for work. ? Residents who are unemployed and not currently looking for work but plan to return to work. ? Residents in low paid work and who are seeking career progression. ? Residents requiring health and wellbeing support. ? Residents in need of support with mental health issues.
