Description
This is a Contract Award Notice to inform the market of the Cardiff and Vale University Health Board's intention to direct award the contract for the Maintenance and Support of a SALUD Dental Management System without competition to Titanium Solutions Ltd (formerly Two-Ten Health). Legal framework: Procured under section 41 of the Procurement Act 2023 with Schedule 5 (technical reasons)—no competition due to technical exclusivity and continuity of service. The SALUD system was procured via OJEU in 2009 and fully integrated across UDH; staff, clinicians, trainees, and students are trained and familiar with the system. It delivers a complete integrated electronic patient record, supports all clinical specialties (including orthodontics, oral surgery, maxillofacial), and is essential for managing trainees. Titanium Solutions (previously Two Ten Health) proven integration with UHB systems (e.g., PMS) avoids significant disruption and cost that switching systems would cause. Alternative systems have been assessed and found unsuitable for hospital-based dental services and trainee supervision.
