Description
This Transparency Notice is being published retrospectively due to an administrative error. Royal Mail Group Limited is the designated universal service provider under the Postal Services Act 2011 and is subject to statutory obligations to deliver nationwide postal services to all UK addresses at a uniform tariff. Article 67 of the Senedd Cymru (Representation of the People) Order 2025 further provides that election communications must be conveyed by the universal service provider, with Welsh Ministers under a statutory duty to remunerate that provider. This reflects the unique capability of the universal service provider to deliver comprehensive UK‑wide services. Accordingly, no alternative supplier is capable of meeting these requirements in full, and the Contracting Authority considers that competition is absent for the purposes of Schedule 5.
