Description

HM Revenue & Customs (HMRC) is seeking to establish a single supplier contract for the provision of tachograph analysis services. Tachograph analysis services use a vehicle's tachograph data to understand and identify: - The vehicle's prior locations; - The number, times, and duration of the stops made by the vehicle; and - Any detours from logical routes made by the vehicle. This information can then be used to either give credence to or to negate the version of events given by the driver of the vehicle during a prosecution. This contract will be primarily used by the Fraud Investigation Service (FIS), a division of the Customer Compliance Group within HMRC. FIS is responsible for the investigation of fiscal (tax and duty) fraud, linked money laundering of the proceeds of crime, and any international elements of these crimes. HMRC considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any evaluation and selection of suppliers will be based solely on the award criteria set out by HMRC. As stated in the 'Submission address and any special instructions' section below, all suppliers intending to tender for this contract must confirm their compliance with the following technical ability conditions of participation before they are given access to the SAP Ariba Event: - All supplier and subcontractor staff working on the services covered by this contract must be vetted up to SC level. - Suppliers must possess or be able to demonstrate working towards achieving BSEN ISO 9001:2000 and ISO 27001:2013 certification, or equivalent, by UKAS or a comparable body. - Suppliers must have staff who are suitably qualified to act as expert witnesses in court to support the services covered by this contract.
