Description
East Staffordshire Borough Council is seeking quotations from suitably qualified Applicants to quote for the undertaking of a feasibility study to explore the opportunities for an alternative delivery mechanism for the Council's outsourced Grounds Maintenance Services, including through an in-house service. The Council wishes to procure an Options Appraisal from a suitably qualified organisation, in order to inform and shape the future delivery of its Grounds Maintenance Services within the Borough. The primary requirement is for the successful consultant to identify and evaluate a range of 'in house' delivery options* including; •Bringing the service directly 'in house' so that it is managed by the Council and Council officers directly; or •Bringing the service 'in house' but with the service operated by a Council owned Management Company at 'arm's length'; or •Bringing the service into local authority management but operated as a 'shared service' with a partner authority that is already operating the service directly. *N.B. if there are any other insourced options, the Council would be willing to consider those.
