Description

The contract shall be for the provision of a service only contract for the Servicing and Maintenance of passenger, platform, incline step and goods lifts. This framework is to enable the servicing and maintenance of Staffordshire County Council's Corporate properties and LEA Maintained Schools. Additionally, the Managing Agent may use the framework for some or all its customers' 200+ Academy, Fire Service and other properties. There are currently approximately 179 Lifts on contract that are expected to be transferred to this framework. Most are in Staffordshire, with a small number located in Cheshire, Lancashire, Derbyshire, Greater Manchester and the West Midlands. The properties include all types of buildings operated by a Local Authority including (but not limited to) educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. There is a requirement for the successful contractor to provide a 24/7 callout facility as part of the contract. Please note this is a single supplier Framework.

Staffordshire County Council requires the successful Supplier to have ongoing 3rd party accreditations which meet the following requirements during the term of the Framework: 1. To have a compliant Health & Safety accreditation performed by a Safety Schemes in Procurement ('SSIP'). For more information refer to the link https://ssip.org.uk/members/# 2: Valid and compliant member of an independent pre-qualification accrediting body. for example, Constructionline (accredited to a minimum membership level of 'GOLD') or other equivalent bodies, offer such a service. Note 1 - the accrediting bodies must allow for annual refreshes/vetting of the Supplier in the areas above Note 2 - where brand names are mentioned, the Authority will consider equivalents Note 3 - evidence of the above accreditations MUST be provided to the Authority by successful Supplier prior to Contract Award Staff competency requirements 1. At least one engineer allocated to this contract must be able to evidence City and Guilds 2382 - Requirements for Electrical Installations (IET 18th Edition Qualification) 2. At least two engineers allocated to this contract must be able to evidence NVQ 3 lift engineer servicing or repair pathway for passenger lifts 3. At least two engineers allocated to this contract must be able to evidence NVQ 2 Stairlift / platform / service lift engineer is desirable for engineers working on platform / service lifts (dumbwaiters) / stairlifts 4. For all the engineers working on this contract must evidence the following: 4a. All personnel must evidence training for working at heights within the past 5 years. 4b. Any personnel operating specific access equipment must evidence training for that type of equipment- such as ladders, podium steps, scaffold towers, MEWP's or any other specialist access equipment - within 5 the past years. 4c. All personnel must have undertaken asbestos awareness training within the past 12 months accredited by UKATA, IATP or equivalent. For the purposes of the tender evaluation the Council expects evidence for points 4a-4c to be provided for the engineers you've provided for points 1, 2 and 3. 5. The Contractor should be a Lift and Escalator Industry Association (LEIA) member
