Description

The purpose of this project is to increase the Institute’s electrical supply resilience (both continuity of science and vaccine production, plus to reduce potential financial loss), reduce waste and safeguard the vaccine batch production via resilient power supply to the building utilising either mains power or generated power in the event of site wide power failure. This will be achieved by a combination of the following two factors: • New 510kVA stand-alone emergency back-up generator. • UPS resilience on critical equipment to ensure power is bridged whilst generator runs up to speed and then takes the load of building. Contract Scope The contract is for a single supplier to provide Design and Build of a permanent automatic emergency power back up in case of power failure and to ensure conditions inside the CVIM building remain intact and vaccine production is not interrupted as per the User Requirement Specification (URS) for The Pirbright Institute (Pirbright), Ash Road, Pirbright, Surrey, GU24 0NF. See Appendix E - Contract Specification. PROJECT SCOPE AND OBJECTIVES The Principal objective is to provide permanent automatic emergency power back up in case of power failure and to ensure conditions inside the CVIM building remain intact and vaccine production is not interrupted. The contract is for a single supplier to provide comprehensive installation of a stand-alone 500kVA generator and Automatic Transfer Switch to supply our new CVIM building that derives its primary power supply from T8 substation. Works to include all wiring and connections (ACB already in place in T8 substation), testing and commissioning , ability to send up to 5 alarms to the BACS control room, concrete base (Approx 6mx 3m and 0.5m deep) lightning protection to match existing Jenner Building generator and pipe in pipe connection to existing diesel fuel tank. The following Work packages are to provide a one stop shop for the total installation described here in and are subject to a full tender process, advertised on Find a Tender: The contract is for a single supplier to act as the Principal Contractor and complete all works as follows: • Delivery of a Stage 4 electrical design with client nominated designer and Project Manager • Supply and Installation of 1 x 510kVA 3 phase power generator. • Generator to be fitted with day tank for diesel fuel • New 3m by 6m concrete pad next to Jenner’s generator. • Means of automatic power disruption detection equipment to auto start generator and switch to generator supply in the event of amins failure. • Facilitate installation & commissioning of generator and auto switching. • Added pipe in pipe to existing diesel fuel tank with controls for low level shut off. • Controls and cabling between new generator and Automatic Transfer Switch (ATS). • Provision to add a plug in generator into the ATS. • Test feature of key switches to run Off and On line for testing without affecting normal supply to building. • Commissioning and handover including Project Information Folder (PIF) is provided to the client Project Manager Work Package: CVIM Generator and ATS installation
