We require a research agency to measure the impact of HMRC paid advertising, through campaign tracking. This would include awareness of the campaigns, message take out and action taken/behaviour changed as a result of the advertising. This research is critical in evaluating the advertising's effectiveness in meeting set HMRC objectives and outcomes as well as efficiencey in terms of value for money and return on investment.
