Description
Arc Property Services Partnership Limited (the “Client”) intends to procure a single-supplier framework agreement for the provision of a comprehensive range of mechanical engineering works acrossthe operational estate that it manages on behalf of Nottinghamshire County Council (NCC). The Framework will provide access to a suitably qualified and experienced Contractor capable of delivering planned works on an as-required basis. The services will support the Client’s construction, maintenance, and asset management activities across multiple sites. The scope of services to be delivered under the Framework includes, but is not limited to: - Plumbing and water systems: installation, maintenance and repair of hot and cold-water services, drainage systems, sanitaryware, thermostatic mixing valves (TMVs), unvented systems, and water hygiene activities. - Heating and mechanical plant: servicing, maintenance and installation of heating systems (including gas, oil, electric and renewable technologies), distribution systems, pressurisation units, and associated plant. - Fuel, gas and energy infrastructure: installation and maintenance of fuel storage systems, gas installations, associated safety systems, detection equipment, and energy infrastructure. - Controls and building management systems (BMS/BEMS): provision, maintenance and modification of controls, sensors, panels, valves and automation systems used to monitor and manage mechanical services. - Installation, alteration and minor works: new installations, replacement works, adaptations to existing pipework systems, removal of redundant systems (including dead legs), strip-out works, and associated making-good of building fabric. - Testing, commissioning and compliance: full testing, commissioning and certification of systems, including statutory compliance, earthing and bonding where applicable, and handover documentation. The Framework will operate under the NEC4 Framework Contract and will enable the Client to commission individual call-off contracts for specific projects or service requirements. Call-off contracts will be arranged via quotation utilising the prices set within the Framework Commercial model. The Framework will cover a geographically dispersed estate, with works located across Nottinghamshire (main area), Derbyshire, South Yorkshire, and Leicestershire. The anticipated initial term of the Framework is two (2) years, with options to extend for a further two (2) years plus one (1) year (2+2+1), giving a maximum potential duration of five (5) years. The 5 years framework is to be utilised to coincide with the current end of Arc Partnership's arrangement with Nottinghamshire County Council. The total value of the Framework over its full term is £13,200,000 (inclusive of VAT), however there is no guarantee as to the value or volume of work provided. The procurement will be conducted in accordance with the Procurement Act 2023 using a competitive flexible procedure, comprising a two-stage process: - Stage 1 - Selection Criteria - The Bidder must meet or exceed the selection criteria based on the required qualifications and experience to confirm that they have the correct capacity, competency and capability to meet the framework requirements. Bidders who receive PASS marks from the selection criteria will then have their selection criteria questions evaluated and the 4 highest scoring bidders will move to stage 2. - Stage 2 - Award Criteria - The remaining Bidders will be asked a series of quality questions and shall provide prices within a commercial model. These will be assessed against a set criteria based on a 70% quality / 30% price evaluation weighting. The highest scoring Bidder will be deemed to have provided the Most Advantageous Tender (MAT) and will be awarded the Framework. The successful supplier will be expected to work collaboratively with the Client, contribute to social value outcomes, support carbon reduction objectives and demonstrate high standards of health and safety, compliance, and service delivery across all commissioned works.

The start date for the Framework is designated to be 2 years prior to the end date. This Framework shall commence on the start date and shall terminate on the end date (i.e. the 2nd (second) anniversary) or earlier, in accordance with the provisions of clause 90 in the FC. The Client may extend the FC by a period of up to two years from the 2nd (second) and up to one year from 4th (fourth) anniversary of the start date. Any extension will be considered upon the following criteria being met: i) Demonstration by the Supplier of the successful operation of the Framework since the start date. ii) The Client wishes to extend the Framework. III) The Supplier wishes to extend the Framework. If criteria i) and ii) have been met, a notice will be sent to the Supplier by the Client a minimum of 6 months prior to the end of the Framework to ask them if they wish to extend.
