Description
The Authority wishes to appoint a Supplier to manage and deliver the TEST programme, under the direction of the Authority's officials. There are five components to this requirement: programme management, the idea process, the proposal process, the trial process and the Dissemination process. The primary purpose of the programme is to collect robust evidence about the impact of transport innovations to guide future decisions. Consequently, ideas and proposals will only be supported so long as such robust evidence is achievable. We recognise that robust evidence may become unfeasible for a variety of reasons, some of which will be outside the control of the supported organisations and the TEST Supplier. However, where this happens, support should be discontinued. Accordingly, our plans for the programme assume that a proportion of ideas will not, ultimately, be supportable and that a proportion of proposals will not proceed to a trial. The Contract is being offered under Crown Commercial Service RM6126 Research & Insights Dynamic Purchasing System (DPS) Standard Terms and Conditions which will govern any resultant Contract. The Contracting Authority is managing this Procurement in accordance with the Public Contracts Regulations 2015. This is a call-off contract for an initial period of 3-years, with the option to extend by a further 1-year.
