Description

The Cambridgeshire and Peterborough Road Safety Partnership (CPRSP) is a partnership between Cambridgeshire County Council, Peterborough City Council, Cambridgeshire Constabulary, BCH Joint Protective Services, Cambridgeshire Fire and Rescue Service, Cambridgeshire and Peterborough Public Health, The East of England Trauma Network, Cambridge University Hospitals, Highways England, The Road Victims Trust, and the Office of the Police and Crime Commissioner for Cambridgeshire and Peterborough. In relation to camera enforcement, each Highway Authority (Cambridgeshire County Council, Peterborough City Council and Highways England) is responsible for the infrastructure on the highway, and BCH Joint Protective Services is responsible for the enforcement activity that is undertaken. This contract relates specifically to speed enforcement cameras on Cambridgeshire County Council and Peterborough City Council's road network and Cambridgeshire County Council is leading this procurement on behalf of the Partnership with support from LGSS. The Partnership is seeking to replace 37 wet-film speed enforcement cameras, which are at the end of their operational life, and are looking to ensure that advances in technology are utilised in order to achieve both improved casualty savings and value for money. To help ensure that opportunities to make use of improved camera technology are realised, the Partnership is looking to enter into a framework contract comprising five lots, where sites in each lot are grouped according to the type of environment and distance over which the desired area to be enforced extends. Some sites in each lot have also been prioritised for installation within six months of the start of the contract. The Partnership is also looking to enter into a 10-year term service agreement to cover the ongoing maintenance and calibration of each site, and Potential providers shall bid for one or more lots in their entirety, and not individual sites. Potential providers shall be asked to provide evidence that all the deployments proposed in their submission holds Home Office Type Approval.
