Description

The London Fire & Emergency Planning Authority (LFEPA) is the organisation that runs the London Fire Brigade. LFEPA would like to hear from interested specialist suppliers willing to share information about their approach to develop, or becoming part of a team to develop, a Real Fire Training Venue solution in the south of London. The proposed Real Fire Training Venue will be designed and built to simulate High Rise buildings in London and will enable firefighters to experience and extinguish real fires (carbonaceous) in a realistic but safe and controlled environment. The training venue is also proposed to be able to use cosmetic smoke to provide realistic training scenarios without real fire or real smoke. Key to this project is the design, development and construction of safe and efficient systems to ensure that any smoke produced within the real fire training venue is captured, extracted and filtered, and that this meets all the legal and environmental requirements of the relevant Authorities. The below list is a non exhaustive list of the requirements of a safe and efficient system: • Emergency evacuation • Varying temperatures to alter scenarios accordingly up to a maximum “designed in” fire loadings. • Fixed and mobile burn cribs • Temperature monitoring at floor, mid height and high levels • Establishing a control room and its associated equipment to enable effective working, monitoring, maintenance and recording of the real fire training systems. The Authority also seeks to understand the environmental and sustainable solutions that providers can offer. This exercise is to establish the suppliers in the market and to gain an understanding of the solutions available that can meet the requirements of the new training centre in the south of London. Interested suppliers must have the experience and capacity to assist in design development, carry out detailed design work, construction of their specialist works packages, and maintenance of their systems. Subject to responses received, it is anticipated that engagement will be in the form of one to one sessions to provide an opportunity for LFEPA to understand more about the systems and for suppliers to gain an effective understanding of LFEPA’s organisation and specific requirements. This may include site visits to existing installations by the supplier and those currently used by LFEPA. Suppliers are requested to contact the LFEPA by emailing michael.mccarthy@london-fire.gov.uk. Responses are requested by 11:00 on the 3rd November 2016. Sessions will be arranged with each supplier following this date. This notice does not formally signify the beginning of any procurement and does not constitute a commitment by the London Fire and Emergency Planning Authority to undertake any procurement exercise.
