Description

Birmingham City Council (BCC) is seeking to establish a new works services framework to support the delivery of high-quality, cost-effective construction services across a range of service areas. BCC has a substantial and diverse construction spend profile, supported by a significant pipeline of projects varying in type, value, and complexity. This is underpinned by a property, plant and equipment portfolio valued at approximately £7 billion, alongside ongoing investment in the maintenance and improvement of schools, transport infrastructure, and housing. Through this framework, BCC aims not only to deliver value for money and high-quality outcomes, but also to support the growth of businesses based in Birmingham and the wider West Midlands. The framework will be designed to create accessible opportunities for local suppliers, including SMEs, and to encourage participation across the regional supply chain. BCC is committed to using its procurement activity to generate positive economic impact, strengthen local capability, create jobs, and contribute to inclusive and sustainable regional growth. The framework will provide a structured and compliant route to market for engaging suppliers, improving consistency, value for money, and alignment with BCC’s strategic objectives. The scope is expected to include both general works and specialist packages, addressing current gaps in provision, supporting high-volume areas of spend, and enabling a more efficient and consistent approach to procurement across a diverse construction portfolio. The proposed lotting structure will reflect this, covering planned works, refurbishment, new build and demolition, while consolidating high-volume refurbishment activity into a more streamlined delivery model. For suppliers, this framework represents a significant opportunity to access a strong and sustained pipeline of works through a single, strategic route to market. It is intended to reduce bidding friction, provide greater visibility of upcoming opportunities, and enable longer-term planning and investment. BCC is seeking to engage a diverse range of capable suppliers who can deliver quality, innovation, and social value, and who are interested in building a longer-term delivery relationship. Early engagement will help shape the final design of the framework, ensuring it is commercially viable and accessible to the market. This framework will form part of BCC’s wider suite of compliant routes to market, including the recently established highways framework. Subject to final arrangements, it may also be made available for use by other local authorities and public sector organisations across the West Midlands, further increasing the potential pipeline available to appointed suppliers. This notice is based on a closed framework with a 4 year term but we reserve the right to go forward with an alternative term or framework (such as on open framework). The purpose of this engagement is to: • Inform the proposed framework structure and lotting approach • Understand market capacity across contractors and specialist trades • Gather feedback on commercial models, pricing mechanisms, and risk allocation • Explore how the framework can best support SMEs, local suppliers, and supply chain participation • Ensure the framework is attractive to both regional and national contractors The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
