Description
The City Hall is a multi-purpose Civic Hall with a versatile space that promotes a mixed event programme from banquets to popular music shows, classical music to theatre performances. The current seating at the City Hall has recently failed it's latest Health and Safety check and as this will be an open procedure under regulation 27.5 (of the PCR 2015) (5) Where a state of urgency duly substantiated by the contracting authority renders impracticable the time limit laid down in paragraph (2), it may fix a time limit which shall be not less than 15 days from the date on which the contract notice is sent. The City Hall has a time based window (2nd January 2018 - 16th January 2018) for the completion of any resulting contract that is not open to change. Market engagement has indicated a period of 16 weeks for the manufacture of the seating solution and the Council has reasonably presumed that to meet the window to replace the unsafe seating, this requires a reduced time limit as per this ITT.
