Description
TfGM is looking to establish a new contract for a single supplier to provide landscaping requirements across its estate. TfGM oversees facilities management at 60 sites throughout the 10 Councils of Greater Manchester. Its varied portfolio encompasses 22 bus stations, one railway station, 14 railway car parks, two logistics facilities and warehouses, the Leigh Guided Busway (LEGB), as well as multiple roundabouts. The Tenderer must be able to provide the services themselves or via a suitable subcontractor that they will manage and be responsible for during the contract term. The Tenderer shall provide all labour, materials, equipment, and supervision necessary to carry out the services described within this document. Works shall include, but are not limited to, grass cutting, shrub and hedge maintenance, weed control, hard‑surface cleansing, litter removal, arboriculture tasks, seasonal planting, and general landscape upkeep. All services must be delivered in compliance with relevant legislation, industry best practice, and agreed performance standards. This is a 3+1+1 year contract, leading to a potential 5 years contract duration. Please note that TUPE may be a requirement on this tender and Tenderers will be required to complete two separate pricing schedules, one including proposed TUPE costs in the overall cost AND one excluding (or without) them. TfGM will determine whether TUPE applies or not after the bids have been received and prior to moderation and award. This will be communicated to all Tenderers that have bid, at this point and will confirm which pricing schedule will be used. TfGM's decision will be based on the facts as to which TfGM believe is the correct basis to moderate the commercial element of bids on (i.e. the TUPE Included price or the TUPE Excluded price). Any Tenderer wishing to submit a response to this tender must ensure that they are registered on the Central Digital Platform (CDP). TfGM reserves the right to amend award criteria in this procurement under section 24(1) of the Procurement Act 2023.
