Description

Tandridge District Council intends to procure a contract for the provision of domestic gas servicing, maintenance, repair, and installation services, including associated compliance activities, across its housing stock and related assets. The current intention is that the procurement will be conducted using the Open Procedure, comprising a single-stage tender process. The Council reserves the right to amend its procurement approach where appropriate. Any future procurement will be advertised via the relevant UK e-notification service in accordance with the requirements of the Procurement Act 2023. The services are expected to include, but are not limited to: Annual gas safety inspections (Landlord Gas Safety Records – LGSRs) in accordance with the Gas Safety (Installation and Use) Regulations 1998 (as amended) Planned preventative maintenance (PPM) of domestic gas appliances and systems Responsive repairs and breakdown maintenance, including emergency and urgent call-out services Installation, replacement, and upgrade of domestic heating systems, including boilers and associated components Compliance servicing and maintenance of communal and district heating plant, where applicable Testing, servicing, and replacement of ancillary safety devices, including carbon monoxide detectors Inspection and maintenance of flue systems, ventilation, and associated safety-critical components Data management, compliance reporting, and certification, including integration with the Council’s asset management and compliance systems The Council places significant importance on: Resident safety and full statutory compliance, including adherence to applicable legislation, regulatory standards, and industry best practice High-quality service delivery and right-first-time outcomes, supported by robust quality assurance and performance management arrangements Effective resident engagement, including access management and appropriate support for vulnerable residents Workforce competence and training, including Gas Safe registration and ongoing professional development Decarbonisation and future-proofing, including readiness to support low-carbon heating technologies (e.g. heat pumps and hybrid systems) where required Delivery of social value, including local employment opportunities, apprenticeships, and wider community benefits The relevant tender documents will be made available via the SE Shared Services Intend portal at the point of publication of the Tender Notice.

Any extension will be subject to satisfactory supplier performance, including achievement of key performance indicators, compliance with statutory obligations, and overall service delivery standards, as assessed by the Authority.
