Brief Description of Requirement The Government published the British Energy Security Strategy on 7 April 2022 following rising global energy prices and volatility in international markets. This includes bold new commitments to supercharge clean energy and accelerate deployment, which could see 95% of Great Britain's electricity set to be low carbon by 2030. The UK is a major global market for renewables and the government is eager to reap the benefits of this market-leading position in terms of enabling growth of a strong and internationally competitive supply chain that delivers domestic jobs and investment. The Contracts for Difference (CfD) scheme is the government's main mechanism for supporting new renewable electricity generation projects in Great Britain. Contracts are awarded in a series of competitive auctions. The next auction will be the 5th and referred to as Allocation Round 5 (AR5). This will be held in March 2023 and will be open to low carbon electricity generating projects deploying established and less well-established technologies. A further two auctions, Allocation Round 6 and Allocation Round 7, are also expected to take place during the course of this contract. BEIS is seeking specialist support with a knowledge of the renewables energy generation sector to undertake the initial assessment of Applicant's Supply Chain Plans that are submitted as part of CfD Allocation Rounds 5, 6 & 7, and advise BEIS on whether a Supply Chain Plan should "pass" or "fail" the assessment. The consequences of a 'fail' are that an applicant would be excluded from participating in the CfD Allocation Round. This could be challenged in the courts and therefore the successful supplier is to ensure that the outcomes will be defensible in the event of a challenge.
