Description

The service required comprises a range of legal services comprising procurement support compliant with EU and UK public procurement law and commercial contract advice services across the organisation. The Growth Hub has a small Procurement Team who manage all the administrative functions of procurement and working with senior staff work to develop complaint tender documents varying from small verbal quotes to above OJEU threshold tenders representing many hundreds of thousands of pounds. Although the Growth Hub is small it undertakes frequent procurement exercises and expects some 20+ new procurements of various sizes each year. The range of procurements vary widely from “off the shelf” purchases to complex consultancy services. The Cheshire & Warrington Growth Hub (run by Blue Orchid Enterprise Solutions Ltd) is in the process of completing a final application for the provision of the “Cheshire & Warrington Growth Hub and Grant Service”, a new ERDF programme to commence in the mid-2016. The Cheshire & Warrington Growth Hub web site is found at www.candwgrowthhub.co.uk. We are seeking to enter into a contract with one legal services provider who can undertake the following as and when required: • Provide ad-hoc telephone and email advice to the procurement team dealing with Procurement queries as they may arise. • Review of completed procurements as a desk exercise to ensure that historical procurements are compliant. • Working with the Procurement Team when developing large or complex procurements such as frameworks, dynamic purchasing systems, full above OJEU threshold tenders etc. • Provision of organisational wide training and update sessions on wider Procurement. • Review and development of supplier contracts. • Provide advice and guidance in dealing with complaints/challenges or identified issues of non-compliance. • General review and updates to ensure best practice and ensuring procurement adapts to changing legislation. • Drafting terms and conditions of contract. • Review, advising and drafting procurement processes. • Wider generalist legal contract advice (including for example, intellectual property advice) the Growth Hub may need from time to time.
