Heat Decarbonisation Plan - Consultancy Services Part 2 (Selected Properties)

Blackburn with Darwen Borough Council (the Council) has an operational portfolio of around 50 buildings. A Heat Decarbonisation Plan was prepared for 11 of these buildings, the largest energy consuming sites, in 2022/23 and the feasibility of heating most of these sites via heat networks is now being assessed.\r The Council wishes to appoint specialist consultants to prepare a Heat Decarbonisation Plan (HDP part 2) for the next tier of buildings,15 sites with a combined gas consumption of 2.3 million kWh.
