Payment by Exception

The requirement is for a 'payment by exception' mechanism to pay a very small proportion of HMRC's child benefit, guardians allowance and / or tax credit customers who do not have access to a bank account. This will give them access to monies they are entitled to and the process is subject to tight controls, governed by strict eligibility criteria.
