Viability Assessment of the Liverpool City Region Spatial Development Strategy (SDS)

The Liverpool City Region Combined Authority (CA) is seeking to appoint a suitably qualified specialist consultancy to undertake a whole plan Viability Assessment (VA) of its SDS. The VA should be robust and meet the requirements of national planning policy and guidance (currently comprising the National Planning Policy Framework (NPPF) and Planning Practice Guidance - PPG) and be proportionate, simple, transparent and made publicly available. It should also comply with any relevant regulations, legislation and case law. The consultancy will also be expected to provide expert advice, robust evidence and support on VA related matters leading up to the publication of the final VA of the SDS, including prior to and during the formal Examination in Public (EiP).
