Description

This is a request for quotation exercise. NHS West Yorkshire ICB is seeking a provider to deliver the work set out in this notice. The requirement: A key priority from the West Yorkshire PEoLC plan is to complete an all-age HNA focusing on health inequalities. The core purpose of the HNA is to guide the future development of equitable, culturally safe PEoLC services across the WYHCP footprint. The HNA will include feedback from the experiences of adults, children and young people and their families and carers led by Healthwatch. Outcomes from the HNA will identify what should be prioritised to improve outcomes for people experiencing PEoLC. The HNA will also ensure WYHCP is compliant with PEoLC statutory guidance, in particular the duty to: - action an Ambitions for Palliative and End of Life Care self-assessment, to identify progress and gaps against the six Ambitions commitments (involving people with lived experience) - complete an Equalities and Health inequalities impact assessment and action plan focused on PEoLC - specify clearly what needs to be in place to deliver high quality end of life care across West Yorkshire - ensure the needs of our local population are met through a system wide approach - ensure palliative and end of life care services applies to people of all ages - ensure that PEoLC service specifications are aligned to the national PEoLC technical specialist service specification for adults and children. A HNA task and finish group has been set up to support the HNA and ensure it is aligned with current place led work and priorities. Members of the group involve representatives from WYHCP PEoLC steering group and other teams within WYHCP, including Children and Young people, Improving Population Health, the Power of Communities and the Race and Equality Network. Members feel a WYHCP HNA is invaluable for identifying good practice, areas to improve, priorities within each place, as well as patterns across the whole system, and opportunities to collaborate across West Yorkshire to improve PEoLC. However, there is no capacity for one person to lead a West Yorkshire HNA.
