Description
The project aims to build on the evidence-based data from the UA2001 (legal analysis and work on updating the Labour Code, analysis and mapping of stakeholders and TAs for communication, stakeholders' feedback, initial analysis of SES operations) by providing support to the Ministry of Economy (ME) and the State Employment Service (SES) to improve the delivery of public employment services to unemployed, job seekers and employers. With many more people out of jobs, effective allocation of unemployment benefits, job matching, or retraining services is of crucial importance. As the SES is the prime agency for the delivery of the services, the project would focus on assessing its performance, analyzing current organisational deficiencies, offering advice and, most importantly, re-engineering selected services delivery to provide tangible benefits to impacted workers. Moreover, to carry on with the long-term labour regulation transformation, the project will provide further support to the Parliamentary Committee on Social Policy and Protection of Veterans' Rights, which is reviewing draft legislation developed under MF1 UA91 and MF2 UA2001 projects. The project will assist with the review and adoption of legislation through advocacy, consultations, and public outreach.
