Description
TVCA are seeking to procure a sole provider framework covering monitoring equipment capable of collecting cycling and pedestrian flows on our Local Cycling and Walking Infrastructure Plan (LCWIP) priority corridors. The framework will be accessed through call off agreements with TVCA and the five Tees Valley local authorities (Darlington Borough Council, Hartlepool Borough Council, Middlesbrough Council, Redcar & Cleveland Borough Council and Stockton-on-Tees Borough Council). The equipment should be capable of picking up cycling and pedestrian flows on footpaths, cycle paths and on road, 24 hours a day and 365 days of the year. Where appropriate, the equipment should also be capable of picking up vehicle usage and be able to distinguish between different vehicle types (including e-scooters, motorbikes, cars, vans, buses and HGVs). Funding is initially available to monitor four corridors, as the A689 Hartlepool town centre corridor already has monitoring equipment installed at the junctions with Victoria Road and Hucklehoven Way. This will shortly be followed by the necessity to install equipment and monitor a series of control corridors. The call-off agreement will also cover requirements for future corridors over the duration of the contract, as they are identified through the LCWIP process.
