Description
The London Borough of Sutton is conducting this procurement using the Competitive Flexible Procedure (2 Stage) in accordance with the requirements of The Procurement Act 2023 (section 20(4)). The key stages of the procurement are: Participation Stage (Stage 1) Tender Stage (Stage 2) The scope of the service required is set out in this specification as well as in the schedules. Part 1 Details the overall requirements and standards for the service as well as key requirements, standards and performance measures, which appertain to the contract for arboricultural maintenance for the Borough. It is designed to provide an overview of those elements that are essential to its good management, and to give a broad indication of the service required from the perspective of the customer. Part 2 Specifies in detail what should be done to achieve the standards specified in part 1. Please refer to the tender documents for full details.

| Quality | TENDER STAGE (Stage 2) It is anticipated that up to five (5) Suppliers achieving the highest overall scores in the Participation Stage (Stage 1) will be shortlisted and invited to participate in the Tender Stage. Notwithstanding the above, the Council reserves the right, at its sole discretion, to invite more than five (5) Suppliers to participate in the Tender Stage where it considers this to be appropriate. The Tender Stage (Stage 2) will include a number of Pass/Fail questions and Method Statements that will be scored. The Method Statements (and weightings) will be as follows: Delivery of Emergency and Reactive Tree Works - 30% Implementation and 'Go Live' - 20% Resource Capacity and Service Resilience - 20% Quality Control and Compliance Management - 10% Customer Service and Resident Communication - 10% Social Value - 10% The above Method Statements will make up 70% of the overall tender. The Council reserves the right, at its sole discretion, to amend or revise any of the above Method Statements at the Tender Stage (Stage 2) where it deems this necessary or appropriate. | Price | The Price Weighting will account for 30% of the total tender assessment. PLEASE NOTE: The Bills of Quantities (BOQ) are provided solely for the purpose of tender pricing and contain estimated quantities only. The quantities stated are not guaranteed and are provided for guidance purposes only. The actual quantities required may increase or decrease during the Contract Term, and no claim shall arise against the Council as a result of any variation between the approximation and actual quantities. PARTICIPATION STAGE (Stage 1) The conditions of participation include a number of Pass/Fail questions and Technical Ability scored questions. The scored Technical Ability questions (and weightings) will be as follows: Relevant Contract Experience / Case Studies - 40% Emergency Response Capability - 30% Resources, Systems and Contract Management - 20% Health & Safety and Operational Competence - 10% Following evaluation of the Procurement Specific Questionnaire (PSQ) against the criteria published, it is anticipated that up to five (5) Suppliers achieving the highest overall scores will be shortlisted and invited to participate in the Tender Stage. Notwithstanding the above, the Council reserves the right, at its sole discretion, to invite more than five (5) Suppliers to participate in the Tender Stage where it considers this to be appropriate.
