Description

NHS North West London ("NHS NW London") Integrated Care Board ("ICB") has secured a range of external resources and support towards group facilitation expertise to generate ideally two (2), but a maximum of three (3) organisation design options which specify: • How we deliver the ICB's core/statutory and discretionary functions, alongside the reduction in running costs. These need to be differentiated and include worked examples; • How other organisations in the ICS may be better placed to lead delivery; • An organisational structure; • How Place, Corporate Functions and Programmes will work to deliver, including some worked examples; • The gap between the current and future both in terms of design & ways of working; and • A proposed road map to get to the future state. During the project, Dearden HR will be expected to: a) Undertake a small-scale baseline assessment of where the organisation is now to inform the organisational design. This should include an assessment of what works well and not so well, in relation to: • How the ICB delivers core/statutory functions and discretionary work. • The ways of working within and between programmes and Place, particularly to identify opportunities to increase efficiency & effectiveness by streamlining work, removal of duplication, ceasing work/activities, work which would be more effectively undertaken at scale and additional streamlining of decision-making. • The degree to which these align or not with the proposed target operating model and design principles. Test out their assessment with ICB Executive Directors and a small group of internal stakeholders, expected to be circa 30 people. b) Engage with ICB Executive Directors and lead a 'task and finish group comprising of eight to ten (8-10) senior ICB leaders, to generate ideally two (2) but a maximum of three (3) options. The Service Provider will then be required to test these options with both the internal stakeholder referred to in (a) and 25-30 external stakeholders from the North West London ICS prior to finalising recommendations. The Service Provider will be expected to share with the Chief Executive the emerging options and opinions of stakeholders by 4th September, with submission of final report by 18th September for consideration & decision by the Executive Team on Friday 22nd September 2023. A Request for Quotation ("RFQ") exercise was undertaken for the procurement of the Provision of OD and Organisational Change (Phase 1) and there was no requirement to issue a Tender Notice as per PCR 2015. The Authority used email correspondence (offline) to award.
