Description

Blackpool Council is seeking to appoint an experienced Architectural Consultant to lead a multidisciplinary design team in delivering consultancy services for the design development of Bloomfield Central Housing site (formerly part of the Foxhall Village). This site, covering just under 1 hectare, is strategically located at the junction of Central Drive, Rigby Road, and Johnston Street. The Council's ambition for this site is to realise a high-quality, sustainable, and contextually responsive residential scheme, delivering approximately 40 new homes for social and affordable rent.

QualityQuality (Maximum 70 Quality Points) – to help the Council assess your ability to meet our requirements, you are required to submit a series of Method Statements by responding to the questions outlined in the Tender Return Document (Appendix B). Each response will be evaluated using the 0–5 scoring scale provided below. Scores awarded will reflect how well your answers address the published assessment criteria. Each question carries a specific sub-weighting which together total 70 Quality Points. Your score out of 5 for each question will determine the number of Quality Points achieved in line with the below formula. The resulting scores will then be combined to produce your overall Quality score, expressed in Quality Points. Quality Points achieved for each question = (Quality Points sub-weighting / 5) * Your awarded score out of 5quality
Social ValueSocial Value (Maximum 10 Quality Points) – 10 Quality Points will be allocated to Social Value. Your submission will be assessed on how well your proposals deliver genuine, measurable benefits to Blackpool, as described in your Social Value Method Statement(s). This section will also be scored using the 0–5 scale, with your awarded score determining your overall Social Value score in line with the below formula, also expressed in Quality Points. InterviewInterview (Maximum 20 Quality Points) – 20 Quality Points will be allocated to Interview. You will be required to deliver a presentation in line with the requirements of the question included in Section 3 of Appendix B. You may also be asked questions by the evaluation panel relating to your presentation and tender submission. This section will also be scored using the 0–5 scale, with your awarded score determining your overall Interview score in line with the below formula, also expressed in Quality Points. Quality Points achieved for each question = (Quality Points sub-weighting / 5) * Your awarded score out of 5quality
Price per QualitySuppliers are required to fully complete the Pricing Schedule included at Appendix C, which will provide an overall Price for delivering the contract. This overall Price submitted (which is assessed by the Contracting Authority as being realistic) will then by divided by the Quality Points achieved to give a Price Per Quality as follows: Price per Quality (£) = (Your submitted Price) / (Your achieved Quality Points) The tender achieving the lowest Price per Quality (£) will be the Most Advantageous Tender (MAT).price
