Description

ESPO are establishing a national framework for the supply, installation, service and maintenance of stairlifts, steplifts, vertical through-floor lifts and hoists for use in a domestic setting. The Framework is divided into 7 lots, with lots 1 and 2 also being further divided into sub-lots as follows: Lot 1. Seated Stairlifts Sub-Lot 1.1. Seated Stairlifts (Fused Spur Installation) Sub-Lot 1.2. Seated Stairlifts (Battery, Plug-In Installation) Lot 2. Perch Stairlifts Sub-Lot 2.1. Perch Stairlifts (Fused Spur Installation) Sub-Lot 2.2. Perch Stairlifts (Battery, Plug-In Installation) Lot 3. Steplifts Lot 4. Inclined Platform Lifts Lot 5. Vertical Through-floor Lifts Lot 6. Ceiling Track Hoists Lot 7. The framework agreement has the option to extend for up to a further 24 months, and ESPO may choose to use the extension period where: • The framework is performing well; • The framework continues to meet customer needs. ESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value captured in this notice includes the option to extend as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).

For all Lots Tenderers should meet the following Conditions of Participation: • Financial Capacity - Companies, Public Sector organisations and Third Sector organisations should have 'positive net assets' as determined from their Latest Year's Published Accounts. • Insurance - Please see Lot specific details for the required insurance levels per Lot. • Carbon Reduction Plans - Tenderers must confirm they have a published carbon reduction policy statement or must provide evidence of a commitment to carbon reduction. • Tenderers must confirm they will comply with the Framework Specification and the terms and conditions of the Framework Agreement. Refer to the tender documents for further details on the conditions of participation.

For all Lots Tenderers should meet the following Conditions of Participation: • Technical & Professional Ability - Tenderers should possess experience of supplying, servicing and providing maintenance services for stairlifts, steplifts, vertical through-floor lifts and/ or hoists as applicable to their bid, demonstrated by ongoing and historical contract information. • Health and Safety - Tenderers must provide a satisfactory description of the arrangements they have in place or will have in place if awarded the contract to manage health and safety effectively and control significant risks relevant to the requirement. • Quality Management - Tenderers must confirm that they have quality assurance processes in place and must provide evidence that their processes are clear, practicable and accessible. • Business Continuity - Tenderers must demonstrate their approach to business continuity in relation to the requirements.
