Description

The service will provide holistic support to children and young (focussed on children and young people up to the age of 25) impacted by violence and exploitation. This group of children and young people are likely to have serious ongoing issues that increase their vulnerability to (further) violence and exploitation which may include known or suspected association with others who are involved in county line or group violence activity; known or suspected involvement in county line or group violence activity; known risk indicators for sexual violence/sexual exploitation in a group violence context; or engagement with the youth justice system. It is anticipated that the service will provide consistent, one to one support that will be provided for as long as needed to meet the complex needs; support will minimising the touchpoints that that children and young people impacted by violence are exposed to; simple navigation to, through and on from the service will be put in place so that it is easier to find the right support or for the right support to find those that need the service the most; and there will be a diverse offer enabling choice and autonomy for the young person to achieve their individual outcomes. Learning and improvement will be embedded in the service so that it evolves through delivery, this will include developing an accurate picture of need, demand, and provision for CYP impacted by violence (including emerging and maturing issues e.g. county lines, girls & young women). Given the broad range of activities and competencies required to deliver the holistic support required we are seeking submissions from alliance-based entities i.e. a group of partners assuming collective responsibility alongside MOPAC to deliver these services. MOPAC are seeking solutions using the Competitive Procedure with Negotiation (CPN) route, interested parties will be required to bid as part of a specially formed Alliance Bidding Group.
