Description
The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting quotations from qualified suppliers or consortia to deliver technical assistance facility in Nigeria Nigeria's power sector is undergoing a major transformation following the enactment of the 2023 Electricity Act, which decentralises the market and empowers States to regulate electricity generation, transmission, and distribution. This reform aligns with national priorities under the Energy Transition Plan (ETP), Nationally Determined Contribution (NDC), and Mini-Grid Regulation 2023, all of which seek to expand renewable energy adoption, enhance efficiency, and reduce emissions. Despite this progress, implementation remains constrained by institutional capacity gaps, evolving regulatory mandates, and limited technical and data systems needed for effective oversight and planning. To address these challenges, this Expert Deployment (ED) will provide targeted technical assistance to the Nigerian Electricity Regulatory Commission (NERC) across three priority areas: (i) Institutionalising emissions tracking within the Nigerian Electricity Supply Industry (NESI) (ii) Developing demand forecasting guidelines for electricity distribution companies (DisCos) (iii) Conducting an Institutional Capability Assessment (ICA) to strengthen NERC's organisational effectiveness. This assignment is designed to complement existing donor support while addressing critical gaps not currently covered by ongoing initiatives. The scope of work focuses on developing practical, scalable regulatory frameworks and tools that can be embedded within NERC's operations.
