Description

The Department for Culture, Media and Sport is intending to procure a delivery partner for the Young Futures Hubs and Transformation programme, to provide support to Local Authorities (LAs) to deliver Young Futures Hubs (YF Hubs) and Local Youth Transformation projects, and to establish a national centre for Young Futures Hubs and transformation, producing guidance, best practices and training to share learning with Local Authorities not participating on the programme.

The contract will be awarded for 1 year, with 3 optional extension periods as follows: ● August 2027 - July 2028 -optional 12 month extension period ● August 2028 - March 2029 - optional 7 month extension period ● April 2029 - March 2030 - optional 12 month extension period The Department reserves the right to extend the contract for a further 31 months in increments of 12 months and 7 months as set out above, based on performance and budgetary availability. The maximum contract length will be 43 months.

Participation

Conditions suppliers must meet to bid.

Tenderers must satisfy the following conditions of participation in order to be awarded the contract, as more particularly described in Appendix A; ● Financial Capacity - the purpose of the assessment is to determine a Tenderer’s financial status, stability and suitability to undertake a contract which may be based on factors including, but not limited to, annual turnover, cash flow, debt-to-equity ratios and liquid or cash ratios, use of ‘off-the-shelf’ financial analyses and risk assessments from a credit score or ratings agency etc. Also to determine capability to fulfil any insurance requirement. ● Legal Capacity - the purpose of the assessment is to determine a Tenderer's capability in relation to the human and technical resources required to perform the contract which may include but is not limited to their compliance with the UK General Data Protection Regulation and their approach to ensuring the protection of the rights of data subjects. ● Conflict of Interest - the purpose of the assessment is to determine any actual or perceived conflict of interest with regards to this contract and your organisation including members of staff. If any conflicts are identified you must set out your processes for managing them to ensure that this will not impact on the tender process or delivery of the requirements.
